INTERNATIONAL NEWS

1. INTERCARGO - Summary of developments in EU and the EU Fit for 55 policy package – 2024

On the 11th July 2024, INTERCARGO summary of latest EU developments and the EU Fit 55 Policy Package for the months April – July 2024.

With respect to EU ETS, the summary mentions that the Commission has published a new initiative on permanent emissions storage through carbon capture and utilisation under the EU ETS Directive.

According to the summary, feedback from EU Shipowners associations is that many companies have issues getting their monitoring plans approved by their national authorities.

Furthermore, the Commission confirmed that the EU ETS directive applies from 1st January 2024 and not from the date of transposition at the national level.

Additionally, a draft Guidance Document for shipping companies on the EU ETS and MRV Maritime Regulation is expected.

With respect to FUEL EU MARITIME, it is stated that the Draft Template of the Fuel EU Monitoring plan of the FUEL EU Maritime is available and that 14 Implementing and Delegated Acts are expected.

The summary also bring up that the European Parliament formally adopted in plenary the Corporate Sustainability Due Diligence Directive. The rules will apply gradually to EU and non-EU companies and parent companies with turnover of more than 450 million euros.

The Waste Shipment Regulation was published in the Official Journal of the EU on 30 April and entered into force on 20 May 2024. Based on the amended Article 82, ships can be recycled in recycling facilities located outside the OECD if they meet the requirements of the EU SRR and are added to the EU List.

2. Iraq to establish maritime single window for major ports

Iraq is embracing the move to digitalize its maritime sector, with plans to establish a maritime single window for the major ports of Um Qasr (North and South). A team of IMO experts completed a mission to Basra to identify what support the country needs to deliver on its ambitions. 

Since 1 January 2024, all IMO Member States are required to use a one-stop digital platform or "Maritime Single Window" (MSW) to exchange key information among relevant stakeholders and agencies involved in the arrival, stay and departure of ships at ports. This streamlines procedures, boosting the efficiency of shipping worldwide.  

With more than 80% of Iraq’s imported goods passing through the Um Qasr ports, a maritime single window system will save time and costs. Once implemented, it will be extended to the Al-Faw Grand Port, scheduled to open in December 2024, and other Iraqi ports in the future.
